There are many ways to design a 3 dimensional website. There is no universal solution. Every situation requires a different approach.
If it is plain information you want to present, you can best set up a 3D site that offers full overview of all the pages, to offer the visitor an overall view of what is available. It is not recommended to use avatars for this type of website, as they would only be distracting.
Avatars are more usefull for interaction or for "pulling" the visitor into the world you created. The visitors can communicate with eachother or you can have an employee online to answer questions. The website guest is offered a completely new experience and is invited to come in and explore.
3D sites are perfect for webshops or even a shopping mall. The visitors walk along the shop windows and see the products and the other people inside. They could walk through the shop just like they do in the real world and there can be employees that offer help if they want. This would even make it possible to go shopping with a distant friend or relative.
